掩埋化工废料被拘的是哪家企业？

7月20日报道，近日，有网友实名投诉，江苏昆山一企业疑将少量化工废料运至常州金坛区一工业园内掩埋。

昨日，江苏省常州市金坛区政府资讯办称，经鉴定，涉事地块挖出的污染物，即为投诉消息中所指的化工废料。

目前案件已移交警方，涉案责任人因涉污染环境罪被刑事扣留。

“少量化工废料跨市运输，在未经处置的状况下合法掩埋”，近日，一则网络投诉消息引发关注。

7月11日，江苏常州一居民网络投诉称，2010年，江苏天容个人将昆山绿利来公司数千吨化工废料运到金坛水北工业园区合法掩埋。

新京报记者从江苏省常州市金坛区政府资讯办得知，接到投诉后，7月14日晚，江苏省环保厅驻常州市专员现场办公，与金坛区政府分管指导组织环保、公安担任人会商钻研，确定两步上班打算，一是对投诉人已指明的2个疑似点位组织开挖;二是公安部门全程介入做好证据搜集和立案预备。

7月15日，联结考查组对疑似填埋点位实施开挖，挖至1.5米左右深时，发现疑似污染物，挖至3米深时仍有黑土泛起，并伴刺鼻气息。

第三方检测机构对疑似污染土壤取样，为包全现场，防止二次污染，现场随后中止开挖，并用防水布遮蔽。

针对厂房内或者存在的填埋区域，同时钻探了6个点位展开土壤考查，目前尚未发现厂房内有被污染的土壤。

金坛区政府称，7月16日，公安、环保部门再次会商，选择继续布点钻探，同时钻井对地上水启动检测。

此外，环保与公安部门联结对关系涉嫌填埋人员展开征询考查，金坛环保局展开外部自查，恢复2010年水北倾倒废物案过后处置环节。

从金坛区政府资讯办了解到，目前初步确认，金坛工业园涉事地块内挖出的污染物，为2010年昆山绿利来公司合法倾倒的风险废物。

江苏金坛方面称，7月17日，金坛区环保局派员赴苏州，考查2010年绿利来公司倾倒废物案件查处状况。

经查证，苏州市环保局于2010年6月29日，对位于昆山的江苏绿利来股份有限公司未经容许，私自将消费环节中发生的近300吨水处置污泥(编号HW04)转移至金坛金东工业园，并实施倾倒的违法行为，曾经实施行政处分。

从金坛区政府资讯办了解到，经环保部门检测，受污染区域土壤pH值最高达12.28，属于强碱性。

金坛区政府资讯办称，目前，案件已移送金坛公安分局，同步抄送金坛区检察院，金坛公安分局曾经对案件立案侦察，并以涉嫌污染环境罪，对关系嫌疑人启动刑事扣留审查。
